5.5.7 Three-party registration involves a client registering their identity with an identity registration authority which validates the client's real-world identity to a number of e-Government service providers.53 Examples of three-party registrations include initial registration for the government gateway or registration with the proposed IPS identity database. In such cases some of the liability for ensuring the client's real-world identity would be transferred from the service-
provider to the identity registration authority.
