The Reviewers point to citizens setting up their own fora for self-help on public policy issues. It is only a matter of time until citizens set up their own fora directly for public services. There are already examples such as the self-help forum for benefits advisers at There are risks and benefits inherent in such fora as there are in any form of advice provision, whether leaflets, helplines or electronic media. A better understanding of the strengths, weaknesses, opportunities and threats in this area will better inform decision making by those designing public services.
