professional acting on behalf of a specified person or organisation, a legal
guardian, or a person acting under a power of attorney on behalf of a relative or
patient.
Comments:
I wonder how far this will extend, eg a relative without power of attorney sorting things out for a loved one. Or a PA...The sensible starting point would be to explore how people behave now in helping each other out to do transactions with government.
