Hmmmm. Do "impediments" include the risk of loss of trust? Shouldnt we rather insist that data sharing does not proceed unless it's based on a foundation of trust, ie maximal anonymity at all times, privacy-enhancing techs, informed consent etc. We still need to chakllenge the notion that data sharing is per se a benefit
